CAPS Rating:
*****

A North American manufacturer of water infrastructure and flow control products for use in water distribution networks, water and wastewater treatment facilities, gas distribution systems and fire protection piping systems.

Rating a stock in CAPS consists of three components:

Your call - Will this stock outperform or underperform the S&P 500? Successful picks are measured in terms of whether or not you were correct and by how many percentage points.

Your time frame - A guideline for other members to see whether your thinking is short or long-term. Time frame is also used to calculate the stock rating, but is not used in the scoring of your pick.

Your pitch - Here's your chance to offer more detailed thoughts, analysis, concerns, or the rationale behind your call. The pitch is optional and may be added later.

Each time you rate a stock, CAPS updates the community intelligence for the company, which may or may not change its CAPS rating. For more information, visit the Help tab at the top of the page.

I can't pick up a newspaper without reading about a water main break etc. Our water infrastructure is crumbling. mwa is in the same position as it was when it was $12.00. It is starting to make higher lows. I just have to wait for the funding to catch up and it will be back at $12.

Their need of a stable housing market for improved margins and any earnings growth will be under pressure for at least the next two quarters and although infrastructure is on the government's horizon, contract bidding is competitive and low margin.

Sooner or later we will have to replace our crumbling sewer system and Mueller is one of few public companies producing pipe for this purpose.

Currently my largest position. Buy and hold for years; forget the wiggles and waggles. This is not an "if" stock but a "when" stock.

Focus on generating free cash flow. Using free cash flow to reduce debt. Reduced capital expenditures by more than a factor of 2 in this economy. 60% of sales in repair and replacement area, the area most likely to benefit from current and future infrastructure legislation (i.e. American Recovery and Reinvestment Act). Having great success in reducing inventories. True turn around not expected to materialize until 2011, but investors will buy in before that as the residential and non-residential construction recovers, or when infrastructure legislation takes hold in metro areas nationwide. Now is the time to accumulate between $4 and $5.50.
